EL CONSEJO DE EUROPA
El Consejo de Europa, con sede en Estrasburgo (Francia), es una organización intergubernamental de la que forman parte 46 Estados europeos. Fue fundada por el Tratado de Londres de 5 de Mayo de 1949 que establece que:
"La finalidad del Consejo de Europa consiste en realizar una unión más estrecha entre sus miembros para salvaguardar y promover los ideales y los principios que constituyen su patrimonio común y favorecer su progreso económico y social".
Es un organismo internacional de ámbito continental destinado a promover, mediante la cooperación de los Estados de Europa, la configuración de un espacio político y jurídico común en el continente, sustentado sobre los valores de la democracia, los derechos humanos y el Imperio de la ley. Es la principal organización del continente dedicada a la defensa de los derechos humanos.
Cultura y patrimonio cultural
La acción del Consejo de Europa en el ámbito del patrimonio cultural tiene como objetivo promover la diversidad y el diálogo mediante el acceso al patrimonio para fomentar el sentimiento de identidad, la memoria colectiva y el entendimiento mutuo dentro de las comunidades y entre ellas.

- Steering Committee for Culture, Heritage and Landscape (CDCPP). Es el Comité responsable de las actividades relacionadas con la Cultura, el Patrimonio y el Paisaje y del seguimiento de su implementación, monitorización y seguimiento.
- Forman parte del Comité en calidad de Observadores organizaciones como E.C.C.O.

Establecidos para conseguir una mayor unidad entre los Estados Miembros del Consejo de Europa con el fin, en particular, de salvaguardar y hacer realidad los ideales y los principios que forman su Patrimonio Cultural común.
- Convenio Cultural Europeo firmado en París el 19 de diciembre de 1954
- Convenio Europeo para la Protección del Patrimonio Arqueológico, firmado en Londres el 6 de mayo de 1969, como resultado de la evolución de las políticas urbanísticas de los países europeos.
- Convenio sobre Delitos contra la Propiedad Cultural, firmado en Delfos el 23 de junio de 1985.
- Convenio para la Protección del Patrimonio Arquitectónico de Europa firmado en Granada el 3 de octubre de 1985.
- Convenio Europeo sobre la protección del Patrimonio Arqueológico (Revisa el de 1969), hecho en La Valetta el 16 de enero de 1992.
- Convenio Europeo del Paisaje, hecho en Florencia el 20 de octubre de 2000.
