Shaping AI Policy: A Study of Legislative Developments in AI Regulation

Abstract:
In response to the progressive integration of artificial intelligence (AI) across various socio-economic sectors, the European Union has formulated the Artificial Intelligence Act (AI Act) to regulate its application. At the time of its inception, this regulation represented the first global initiative for specific AI regulation. Since then, the legislation has undergone significant transformations, paralleling advances in the development of new AI models, with particular emphasis on the emergence of Large Language Models (LLMs) and Large-Scale Multimodal Models (LMMs) such as ChatGPT.
This research project focuses on analyzing the evolution of the AI Act through a longitudinal study that explores the substantial modifications in its structure and content. The study will thoroughly investigate the sequence of changes applied to each article from the initial proposal to the final version of the act, aiming to discern how these factors have shifted the legislative balance towards a more regulatory or protectionist approach.
To this end, a content analysis methodology assisted by Natural Language Processing (NLP) technologies will be employed, facilitating the precise identification of legislative modifications and the exact moment of their implementation.
The study emphasizes the trajectory of legislative evolution from its initial proposal to its enactment, establishing a line of research that will allow the determination of which historical elements and interest groups have influenced the legislation and at what point they have done so.
