The final conference of the IC2BE project was held at the University of Antwerp

The final conference of the IC2BE project was held on 21 and 22 of November 2019 at the University of Antwerp.
Mr. Johan Meeusen, from the University of Antwerp, presented the opening act. Mr. Meeusen introduced the IC2BE project and displayed a general analysis of the researches carried in each Member state.

The first session focused on the global results of the national investigations brought from an analysis of national decisions and CJEU case law and a series of interviews conducted with renowned national experts.
The members of the project disseminated the results of the national researches carried out in Germany, Netherlands, Belgium, Luxembourg, Poland, Italy and Spain on the application of the second generation of European regulations for the enforcement of decisions on the payment of amounts in the European Union.
Dr. Lidia Moreno Blesa, Assistant Professor of Private International Law at Complutense University of Madrid, presented the conclusions of the Spanish national report. The Spanish case law as well as the application of the European regulations were analyzed during the presentation.

The conclusions of the national reports of the IC2BE project will be collected, together with a number of studies on the second generation Regulations analyzed in the project, in a book that will be published in the year 2020 by Intersentia.
The second session of the conference addressed different aspects related to the enforcement of decisions at cross-border level. Issues such as the payment of debts in the European Union after "Brexit", the protection of consumer rights or the access to information in cross-border enforcement procedures, among others, were discussed.
Dr. Camelia Toader, judge of the CJEU, explained the interactions between the different generations of European regulations. She also commented on the case-law casuistry derived from the application of the EU legal instruments and the relations that arise between the national courts and the Court of Justice of the European Union in those types of procedures.
Ms. Carmen Otero García-Castrillón, Professor of Private International Law and principal researcher of the IC2BE project in Spain, moderated the panel discussion “Stakeholders views” in which participated Ms. Ilse Couwenberg of the Belgian Court of Cassation, the Dutch lawyer Dr. Bartosz Sujecki, Dr. Katarzyna Guzenda of the German-Polish Center for Consumer Information and the Belgian court officer, Dr. Patrick Gielen.

During the session, issues as relevant as the service of documents, the problems arising from the use of different languages in the EU or the costs of cross-border enforcement procedures were discussed.
The conference was closed after the interventions of Mr. Andreas Stein, Head of Unit of the Directorate General of Justice of the European Commission and Ms. Paulien van der Grinten, of the Ministry of Justice of the Netherlands.
