Doctor en Ciencias Económicas y catedrático de Economía Aplicada en la Universidad Complutense de Madrid. Fue Director de Cooperación Económica, en el Instituto de Cooperación Iberoamericana; Vicerrector en la Universidad Internacional Menéndez Pelayo; y director del Instituto Complutense de Estudios Internacionales (ICEI). Ha sido miembro del UN Committee for Development Policy (2007-2018), del European Advisory Comittee de la Bill and Melinda Gates Foundation (2012-2014) y del High Level Group of Wise Persons on the European Financial Architecture for Development (2019). Tiene trabajos publicados en una amplia relación de revistas especializadas.
